ON THE FOOTPRINT OF THE FORMER PETROLEUM REFINERY: MULTISCALE READINGS FROM MATOSINHOS

The former petroleum refinery located in Leça da Palmeira, Matosinhos served for more than 50 years the physical and financial flows of petroleum and its refined products, connecting Portugal to foreign markets, storage tanks, pipelines, road infrastructures and fuel stations.
The large petroleum processing facility has impacted, and continues to impact, not only the coastal landscape of Matosinhos but also the entire urban and rural area of the country, marine environments, the atmosphere, and the broader landscape. The power and extent of the refinery’s impact covered significant achievements, accompanied by an increase in pollutant emissions (CO2 and many other greenhouse gases) that, in today’s awareness, urgently need to be fought for the protection of the natural environment and planetary sustainability.
The major project of decarbonising the national economy, imposed by global policies and dynamics, partly responds to the multi-scale nature of these challenges, which far exceed the industrial site of the refinery.
In Portugal, at the epicentre of this fight, are now the grounds where the refinery operated, owned by the Portuguese company Galp, where the largest and most important urban project of the next decade is planned. It will be dedicated to innovation and future energies, being advertised as transformative for the local and national economy, with a campaign of great media impact but without public disclosure of the specific project.
In order to understand the processes involved in redeveloping a petroleum processing site, we have created Refinery Board, an interdisciplinary research platform that embraces urbanism, ecology, heritage, and urban culture. It focuses on the decommissioning and regeneration of the complex and will follow the ongoing work, remaining active in the coming years.
Focusing on the petroleum refinery as an important driver of spatial change and socio-cultural imagination, Refinery Board explores the landscape alterations related to its productive activity, the legacy of industrial architecture, and the inventiveness of its reuse. It also draws on the consultation of the decommissioning process submitted to the Municipality of Matosinhos. What processes are involved in reclaiming a site dedicated to refinery activities, and what challenges do they bring for the local ecosystem and creativity in terms of new uses? What physical and heritage-related legacy of the activity should be preserved? What inherited aspects could potentially come into play? Before innovation architecture adds its projects and plans to the site, the footprint of the petroleum industry and the long, invisible process of subtracting its presence deserves attention and public debate.

What processes are involved in reclaiming a place that was dedicated to refinery activities and what challenges do they bring for the local ecosystem and for creativity in terms of new use of the site? What physical and heritage-related legacy of the activity should be preserved? What inherited aspects can potentially come into play? Before innovation architecture adds its designs and plans for this site belonging to Portuguese firm Galp, the long and invisible process of subtraction is worthy of attention and public debate.

NA PEGADA DA EX-REFINARIA DE PETRÓLEO:
LEITURA MULTIESCALAR A PARTIR DE MATOSINHOS

A ex-refinaria de petróleo situada em Matosinhos serviu por mais de 50 anos os fluxos físicos e financeiros do petróleo e seus produtos refinados, ligando Portugal ao estrangeiro, tanques de armazenamento, condutas, infraestruturas viárias a postos de abastecimento de combustível.
A grande unidade de processamento de petróleo impactou, e impacta, não só na paisagem costeira de Matosinhos como em toda a área urbana e rural do país, nos ambientes marítimos, na atmosfera e na paisagem mais global. O poder e a extensão do impacto da ex-refinaria cobriu grandes conquistas, tendo sido acompanhado do aumento de emissões de poluentes ambientais (CO2 e de tantos outros gases de efeito estufa) que, hoje em consciência, urge combater em prol da proteção do ambiente natural e da sustentabilidade planetária.
O grande projeto de descarbonização da economia nacional, imposto pelas políticas e dinâmicas globais, responde em parte à multi-escala destes desafios, que ultrapassam largamente o recinto industrial da refinaria.
Em Portugal, no epicentro do combate, estão agora os terrenos onde a refinaria desenvolveu actividade, pertencentes à empresa portuguesa Galp, onde se projetou o maior e mais importante projeto urbanístico da próxima década. Será dedicado à inovação e energias do futuro, sendo publicitado como transformador da economia local e nacional em campanha com grande impacto mediático mas sem divulgação publica do projeto em concreto.
Com o objectivo de compreender os processos para a requalificação de um local de processamento de petróleo, criamos Refinery Board, uma plataforma de pesquisa de natureza interdisciplinar, que abraça o urbanismo, a ecologia, o património e a cultura urbana, centra-se no processo de desmantelamento e de regeneração do complexo e acompanhará os trabalhos em curso, estará activa durante os próximos tempos.
Centrando-se na refinaria de petróleo como um importante motor de mudança espacial e do imaginário sócio-cultural, Refinery Board explora alterações da paisagem relacionadas com a sua actividade produtiva, com o legado da arquitectura industrial e a inventividade do seu reuso. Apoia-se também na consulta do processo de desmantelamento submetido ao Município de Matosinhos. Que processos estão envolvidos na recuperação de um local dedicado a atividades de refinaria e que desafios trazem para o ecossistema local e para a criatividade em termos de novos usos? Que legado físico e patrimonial da atividade deve ser preservado? Que aspectos herdados podem potencialmente entrar em jogo? Antes que a arquitetura de inovação adicione os seus projetos e planos ao lugar, a pegada da indústria do petróleo e o longo e invisível processo de subtração da sua presença, é digno de atenção e debate público.
